Why is that the secondhand smoker is more harmful compare to an active smoker?

"some says that inhaled smoke secondhand smokers doesn't go out compare to an active smoker" that makes sense like a non smoker inhales smoke and their fresh lungs absorb most of the tar and stuff whereas the smokers lungs are already filled with tar and their lungs arent able to absorb as well
