What is this symbol on my computer keyboard?

Under the ESC button there is a button with three symbols on it. one of the symbols is a small vertical line with another one above it. how do I press this cos if i just press the button it does the apostrophe thing, if i press it with shift it does that little dash thing, so how do I press the two line thing
